Ram 2500 stuck in 4th gear

1) Trans is stuck in 3rd unless I'm moving like 5MPH and shift it from N to 1 then it goes into 1st and can manually shift to 2nd, and shift into Drive. 2) Once I can get up to 65MPH it won't shift into OD unless I let off the gas pedal for second or 2, then it goes into OD. 3) Trans pressure shows a max of 3.8PSI on the Smarty Touch.

I am not hard on the truck and changed the fluid and filters at 100k. It doesnt make any attempt to move in drive, but also doesnt make any noises. I got it topped off and took it for a test drive. In manual mode, I can stay in 5th, and it shifts “ok” I can feel some slippage between shifts.
